COMPETENT PROFESSIONAL AUTHORITY (CPA)

Women, Infants and Children (WIC) Gary, IN Office

General Statement of Duties: WIC Competent Professional Authority (CPA) assists with outreach and recruitment of program participants as well as the promotion of the WIC program. The CPA provides administrative/supervisory support to all WIC staff within their clinics and carries out NWICA objectives for the program. Assist the WIC Clinical Assistant with the responsibilities of check in clients, making appointments, keeping the client data base updated and any other integral part of providing excellent customer service to WIC participants. As required, perform health measurements on all participants and accurately assess nutrition risk. Provides participant centered nutrition counseling and referral services for WIC participants. Positively promotes breastfeeding to all WIC participants, educate through facilitation of breastfeeding classes while ensuring breastfeeding initiation and duration. 

Qualifications: Candidate should be a qualified Nutritionist, Registered Dietitian, or Licensed Registered Nurse. A Bachelor's Degree in Family and Consumer Sciences (Home Economics) with an emphasis in Nutrition defined as a minimum of 9 hours in nutrition which include, 3 hours of introductory nutrition, 3 hours in life cycle nutrition, 3 hours in advance nutrition. Candidate should also possess excellent writing/editing and verbal communication skills. Be a self-starter, able to work independently, service oriented with attention to detail. Be committed to work collaboratively with all constituent groups, including staff, volunteers, program participants, and other WIC Program supporters.

OPTIONS COUNSELOR

General Statement of Duties: Position is responsible for completing Options Counseling for long-term care services for nursing home placement in the community and in a call center. This position also develops, implements, and monitors personalized Plan of Cares in a manner that ensures maximum client participation, independence and self-determination.

Qualifications: Qualified mental retardation professional (QMRP) who meets the QMRP requirements at 42 CFR 483.430; or Registered nurse with one year's experience in human services; or Bachelor's degree in Social Work, Psychology, Sociology, Counseling, Nursing, Gerontology or Health & Human Services; or Bachelor's degree in any field with a minimum of two year's full-time, direct service experience with the elderly or disabled (this experience includes assessment, care plan development, and monitoring); or Master's degree in a related field may substitute for the required experience; understanding of the case management process and low-income, elderly populations; able to coordinate/communicate effectively with customers, service providers, staff and general public; ability to organize and prioritize multiple tasks; computer skills; Microsoft Word data entry skills required. DIRECTOR OF HUMAN RESOURCES

General Statement of Duties: Reporting to the Chief Executive Officer (CEO), the Director of Human Resources (HR) oversees the daily human resources responsibilities including the administration of the HR policies and procedures for the organization, as well as the employment process from recruitment to separation. They carry out responsibilities in the areas of employee relations, compensation, employment, recruitment, and orientation. The Director of HR is expected to be an active participant in the agency's mission, vision, and values. They will work to ensure consistent, quality services to the agency's constituents, demonstrate enthusiasm, initiative, and flexibility in assignments while maintaining a positive working environment.

Minimum Qualifications: The Director of HR will possess, minimally, a bachelor's degree in Human Resources, business or other related field, Master's preferred. Must have completed specialized training and certification in HR related content. Preferred training and certification includes employment law, compensation, organizational planning, employee relations, safety, and preventative labor relations. Must have 5-10 years of experience in a senior-level HR management position, social services experience is preferred. Active affiliation with appropriate HR networks and local organizations with ongoing community involvement is preferred. Must have excellent communication and relationship building skills.

ACCOUNTING MANAGER

General Statement of Duties: Reporting to the Director of Finance, the Accounting Manager is a supervisory position responsible for the overall operation and performance of the Accounts Payable Accountant, Payroll/Benefits Accountant, and the Grants Management Accountant.  The Accounting Manager is responsible for performing general accounting functions including preparing funding source claims, preparing journal entries, and maintaining account and bank reconciliations.  This includes assisting with monthly closings and account and grant analysis.

Qualifications: Bachelor's degree preferred but not required 3 years Accounting experience.  2 or more years' experience supervising staff.  Knowledge of applicable Federal and State regulations.  Understanding of low-income and elderly populations.  Strong Excel skills and experience with accounting software.

QUALITY TECHNICIAN  Part-time

General Statement of Duties: The Quality Technician, working collaboratively with the Quality and Business Relations Manager and other agency staff, is responsible for a variety of support duties that contribute to the implementation of quality improvement and quality assurance activities for all NWICA programs and services. This includes clerical duties, data processing, and other basic functions as they relate to a number of processes that include, but are not limited to, the following: the provider request for proposal process, provider monitoring, NWICA program performance and quality assurance/improvement initiatives, consumer hearings and appeals, and other special projects. 

Qualifications: High School diploma or equivalent is required. Also required: minimum of 1 year experience with general office/clerical duties and a working knowledge of Microsoft Office Programs.

HOUSING QUALITY STANDARD (HQS) INSPECTOR

General Statement of Duties: The HQS Inspector is responsible for performing initial and annual inspections of housing units for the Housing Choice Voucher Program (HCVP) in accordance with federal, state, and local building codes; and U.S. Department of Housing and Urban Development (HUD) Housing Quality Standards (HQS) requirements, including identification of potential lead hazards.

The HQS Inspector performs re-inspections of previously failed units and follows up on complaints to ensure compliance with building codes and HQS. Prepares certification documentation for rent reasonableness calculations on all housing units inspected. Assists the HCVP Supervisor in gathering rent data for updating rent reasonableness database. Completes inspections checklists and documents HQS violations using state software.

The HQS Inspector is expected to be an active participant in the agency's mission, vision, and values. CLIENT SERVICES COORDINATOR

General Statement of Duties: Reporting to the ADRC Manager, the Client Services Coordinator (CSC) is responsible for overall coordination, review and approval of all annual service plans, Medicaid Waiver and Non-Waiver funding sources, all Initial Service Plans for Non-Waiver funding sources, and RFA processes for the ADRC and HCBS departments. The CSC serves as liaison between FSSA and the Area Agency on Aging program staff.  The CSC processes cases and ensures service plans are in compliance with state and federal guidelines and organization policies/procedures prior to submission to the state.

General Statement of Duties: Position is responsible for face to face assessment of client needs and resources, establishing services to meet the individual's critical and non-critical needs through the formalizing of supports and authorizing paid services when needed. 

The Care Manager provides case management services, assessment, care planning and client empowerment to low income, elderly, and disabled individuals to support making educated decisions regarding their long-term care planning and in remaining independent within their homes and community.

WEATHERIZATION PROGRAM SUPERVISOR

General Statement of Duties: Reporting to the Community Services Manager, the Weatherization (Wx) Supervisor is responsible for overall operation and performance of the Wx team including staff and contractor performance. This includes performance measurement and reporting, staff performance and development, continuing staff education, community and provider relations, staff relations, meeting performance standards for the service and agency established in contracts with IHCDA and other funding sources, program review and quality oversight for compliance with the State and Federal guidelines and practices.

•Associates degree in technical/Engineering, Public Administration or related field and/or three years construction trade experience preferred

LTC OMBUDSMAN (Porter County) 

General Statement of Duties: Responsible for providing persons residing in long term care facilities and their representatives with information about their rights and available resources such as community services available and laws, regulations and standards that govern long term care facilities.  They will also be charged to empower persons residing in long term care facilities and their representatives to advocate for their rights and they will advocate for residents who cannot be empowered. They will conduct visits with residents living in long term care facilities on an on-going basis to address complaints and to assure that residents receive fair treatment

Qualifications: Must possess a Bachelor's Degree in Public Administration or related field or 4 years' experience in long term care.  Cannot be designated if they've worked in a long term care setting in the past 365 days.   Must be free of conflicts as defined by the LTC Ombudsman authorization. Effective communication skills with staff, clients, service providers and general public and have an understanding of low-income client populations are also a must. Reliable transportation is a requirement as well.

This includes documentation preparation and processing, data entry and management, monthly activity reporting, customer and community partner support and adherence to funding source guidelines.

Basic Math (adding, subtracting, multiplying, dividing and basic bookkeeping) and Basic English grammar, punctuation and spelling skills. Ability to coordinate and communicate effectively with customers, service providers, staff members and the general public in face-to-face, telephone and electronic communication. Ability to organize and prioritize multiple tasks and manage time efficiently. Ability to operate a fax machine, copier, telephone, adding machine, scanner and computer workstation. Typing 60 WPM. Use of word processing, spreadsheet, and agency database systems.

BREASTFEEDING PEER COUNSELOR Part-Time Lake Station, Michigan City, Hammond/East Chicago Women, Infants and Children

General Statement of Duties: The primary function of the WIC Breastfeeding Peer Counselor is to promote breastfeeding within the community and the clinic in conjunction with outreach activities of the WIC Program. The Peer Counselor recruits and counsels WIC prenatal and nursing mothers as well as provides breastfeeding support and education for new mothers.

Qualifications: Candidate should be a current or previous breastfeeding mother with a minimum of 6 months of breastfeeding experience. Willing to successfully complete WIC Peer Counselor training. Must have reliable transportation. Must have internet access at home. Basic knowledge of clerical work (filing, data entry, telephone etiquette, etc.) required. Have excellent writing/editing and verbal communication skills. Self-starter, able to work independently, service oriented with attention to detail.
